The Construction and Development Department is a multi-functional organization that is responsible for the permitting of private development and encroachments onto public right of ways, and performs contract administration and construction management for the Agency’s Capital Improvement Projects. The Department consists of approval of plans for permitting and inspection of Building, Grading, Stormwater, Subdivision, and Watercourse Improvements on Private Property and encroachments onto public right of ways. The services provided also consist of Construction and Contract Management of all Capital Improvement Program Improvements for the County of Alameda and Alameda County Flood Control District and management of County Service Area’s within the unincorporated area of Alameda County.

The Engineering Department is a full service organization that is responsible for the planning and design of transportation and flood control infrastructure. The Department consists the Road and Flood Control Engineering Design; Traffic Engineering; Watershed Planning; Survey; Environmental Compliance; and Right of Way sections.
The Road and Flood Control Engineering Design sections are responsible for the development and implementation of the Agency’s Capital Improvement Plan.

Traffic Engineering develops and implements strategies that improve traffic safety and orderly operation for all road users.

The Survey Section is responsible for County Surveyor functions including map reviews, reviews of legal descriptions and plats, and land surveying functions, including boundary and right-of-way determination and location, topographic surveys, construction staking, and utility surveying.

Right of Way Services
The Right of Way (Real Estate) Group is responsible for all phases of appraising, negotiating and acquiring real estate transactions necessary for public works projects. The group coordinates with design and construction engineering personnel on right of way needs for engineering projects and manages real property obtained by the department for future projects.

The Maintenance & Operation Department is a multi-functional organization responsible for the maintenance and operation of transportation infrastructure, including roads and bridges; pavement markings and traffic signs; traffic signals and streetlights; and Flood Control Infrastructure including channels, storm drains, and pump stations. Additionally, the Department is responsible for managing community beautification and volunteer programs. The Department consists the Flood Control Maintenance Section; Road Maintenance Section; Traffic Signal & Streetlight M&O Section; Traffic Markings & Sign; Vegetation Management Section; Pump Station and Estuary Bridges.
General Information
The Administration & Management Services Department is a multi-functional organization that is responsible for the overall Agency Administration and Support functions including budgeting and finance, accounting, human resources, information technology, and facilities and office services. Additionally, public information and community outreach are part of the overall agency administration.
The Department consists of the following sections:
Finance and Accounting
Responsible for payroll and general accounting, revenue management, budgeting and grant administration.
Human Resources
Responsible for employee and labor relations, disability and workers compensation and personnel services.
Information Technology
Responsible for providing technology services and support to Agency departments and the citizens we serve. This includes infrastructure and cloud support, GIS, digital communication, cybersecurity, database management, and business process re-engineering.
Facility and Office Services
Responsible for facility management and office services.
Public Information
Responsible for agency communications, including community outreach and website public information.
