Please confirm that per Sheet 46/99 – Detour Plan, Meekland Ave is closed for the duration of the San Lorenzo Creek bridge construction.

The traffic detour extends the full length of Meekland between the intersection with E Lewelling Blvd to north of the intersection with Alden Rd, as it relates to the full closure at the bridge for removal and reconstruction.

Contractor shall stage all work along the corridor to comply with access requirements specified in sections 7-1.03, 7-1.04, and 12-4.

Utilities marked on the plans to be relocated or set back by the utility will be relocated and set back by the utility. Refer to Section 77-3 of the project specifications for information regarding work to be done by contractor in conjunction with this relocation work.

In the foundation report for the new bridge, Section 17.3, it says that the proposed abutments are below the observed groundwater elevations, and a seal course may be required to control seepage. In the borings, the groundwater was measured at elevation 30’ and elevation 24’. The design elevation for the bottom of both abutments is at elevation 50’. It seems that we will be well above the observed groundwater. Is this foundation report accurate for the design of the new bridge?

The Foundation report is misleading

Wet construction practices are required for the CIDH piles, but otherwise abutment construction and construction of the isolation casing should not require a seal course.

For the 54-inch isolated pile in Abutment 1, to pour this pile in isolation we need to either create a construction joint approximetly 3 feet above bottom of casing elevation or would need to use a permanant 54" CSP or steel casing to form the pile. My questions are, can we create a construction joint at an approximate elevation of 35', then at a later time pour the pile to the final cutoff elevation; or can we use a permanant steel casing or CSP to form the isolated pile.

A construction joint at an approximately elevation of 35’ would not be permitted, as the cold joint would be in the pile no splice zone.

A permanent casing would be permitted.

If we need to use a permanant casing to form up the 54" isolated pile, we would no longer satisfy the minimum 6" clearance requirment between the outside of the casing and the interior of the 66" isolation casing. Can we upsize the 66" Isolation casing and if so what is the largest size we are allowed to install.

The existing trash capture structure is approximately 1.5 ft away from the edge of the pile based upon survey and as-built data. If it facilitated the placement of CSP or Steel Casing, a reduced clearances down to 4” will be permitted.

According to Preliminary Environmental Report provided by WRECO dated August 18, 2022, all surplus materials are either contaminated or hazardous and there is no clean dirt to be off hauled. This also include any surplus material generated for the installation of the all underground utilities. Therefore, please add the word “Class 2” to bid items 19, 20, 21 descriptions. In addition, please confirm that any surplus material that are contaminated but hazardous will be Extra Work and will be paid as

time and material basis.

The soil is not considered hazardous, the Study states in the Soil Analytical Results on page 19 and Conclusions and Recommendations section on page 27:

“... and soil can be pre-classified as Non- hazardous and may be disposed of at a Class III facility, or reused at the Project corridor.”

Per the instructions to bidders, page 25 of the specifications, bidders are instructed to include a copy of the DBE quote as confirmation, along with the DBE commitment form with the bid submission. This can be extremely problematic for bidders receiving quotes well after the time that a bid runner has left the office to hand- deliver our bid package to your offices.

Can the Agency consider having the DBE quotes due at a time specified after the bid opening? Caltrans Standard Specification 2018 (referenced throughout this specification) allows bidders to submit written confirmation, along with DBE commitment and Good Faith Efforts, within 5 days of bid opening.

Submit written confirmation from each DBE as stated in Section 2-1.12B(2) of the project specifications.

According to the Addendum No 2 page 11, Section 73 (see following paragraph), could you please clarity what kind of pre-construction survey you would like us to provide? Do you require us to submit a topographic survey of as built for the existing design areas? Or anything else? Does this apply only to the ADA Ramps or entire project?

“For locations shown, perform a preconstruction survey to ensure forms and job site constraints will allow for compliance with required design dimensions and slopes shown. Upon completing the work, perform a post- construction survey to verify design dimensions and slopes requirements are met. The post- construction survey must include a minimum of 3 measurements for each dimension and slope requirement shown. Individual measurements must be equally distributed across the specified slope or dimensional surface. Document and submit these measurements on the Americans with Disabilities Act Compliance Inspection Report form for the facility type shown. Include the equipment and control used to conduct the survey.”

Provide documentation confirming that pre-pour formwork and post-construction dimensions and slope requirements are met. This is required for ADA ramps, driveway and sidewalk segments.


Caltrans’ applicable compliance inspection report forms (Form DOT CEM-5773 series) may be used.
