Benefit Assessment Program

The Alameda County Flood Control and Water Conservation District (District) levies benefit assessments to help finance flood control operations. These benefit assessments supplement other available revenues to keep the District’s existing flood protection system in a safe and effective condition, to respond to emergencies, to perform maintenance and repair in the flood control facilities, and to provide funding for authorized projects.  The Benefit Assessment Program applies to all Alameda County with the exception of the Cities of Alameda, Albany, Berkeley, Piedmont and the Zone 7 area (Livermore-Amador Valley).
