The Installation of a Full Trash Capture Device on Via Arriba

Project Overview

The Full Trash Capture Project on Via Arriba contributes to compliance with the Regional Water Quality Control Board’s Municipal Regional Stormwater National Pollution Discharge Elimination System Permit mandate for Trash Load Reduction in the County’s high and medium trash generation rate areas.  The project involves installing an underground large full trash capture device in-line with the storm drain system beneath Via Arriba.  A self-adjusting flow gate with a new overflow bypass line will also be installed adjacent to the trash capture device to mitigate the potential for upstream flooding.  Additionally, a concrete weir wall will be installed in the existing upstream junction box on Hesperian Boulevard to divert flow with trash and debris towards the in-line trash capture system.

While the County continually strives to minimize construction impacts to adjacent neighborhoods, we also recognize the likelihood of increased noise levels during construction operations due to the need for specialized heavy construction machinery and equipment. The construction operations will comply with Cal-OSHA requirements and local noise ordinances.

Construction Start Date

Construction began on July 7, 2025.  The project is scheduled to be completed by the end of October, 2025.  The portion of Via Arriba between Via Mirabel and Quigley Road is currently closed to through traffic until the end of October 2025 upon completion. 

Construction hours are as follows:

  • Mondays through Fridays between 8:00 AM and 5:00 PM.
  • No construction activities shall be conducted on weekends or legal holidays.
  • Portion of curb parking on Via Arriba between Via Mirabel and Quigley Road will be  restricted during construction duration.  Parking on side streets will not be affected.  Access to driveways will be maintained.

Status

Construction is on-going and anticipated to be completed by end of October 2025.
