 About the Pavement Management Program

The Pavement Management Program is designed to identify pavement treatments that promote preventive maintenance such as overlays, crack sealing, slurry seals, asphalt rubber street seals, and chip seals in order to prolong the life span of pavement surfaces. Maintenance strategies advanced through this program will lead to substantial savings, by delaying the cost of reconstructing a street that could exceed ten times the cost of preventative maintenance.

The Alameda County Public Works Agency uses a pavement management software, StreetSaver®, to monitor, prioritize and recommend types of treatment, and to estimate costs of treatments and rehabilitation.

Paving Moratoriums and Street Excavation

To preserve the integrity and service life of newly improved roads, Alameda County enforces a moratorium on trenching, excavation, and other modifications. The duration of the moratorium is three years following asphalt rubber street seals and slurry seals of a roadway and five years following the construction, reconstruction, or other resurfacing of a roadway. Limited exceptions may apply in cases involving mandated utility work, emergency repairs, or projects deemed necessary to protect public health and safety. All permitted work must meet or exceed existing standards and fully restore any impacted roadway features. This policy is established under Alameda County Ordinance Code §12.08.052.
