The Installation of a Full Trash Capture Device on
Orange Avenue at Rizzo Avenue
Project Overview
The Full Trash Capture Project on Orange Avenue contributes to compliance with the Regional Water Quality Control Board’s Municipal Regional Stormwater National Pollution Discharge Elimination System Permit mandate for Trash Load Reduction in the County’s high and medium trash generation rate areas. The project involves installation of a large full trash capture device in-line with the storm drain system below Orange Avenue. A static weir housed in a junction structure upstream of the device will divert low-flow water carrying trash and debris into the device. A new reinforced concrete pipe will be installed to connect the new junction structure to an adjacent existing reinforced concrete pipe to allow high flow water to bypass the device, mitigating the potential for flooding upstream.
To safely construct the proposed improvements, one-lane traffic control will be implemented on Orange Avenue at the intersection with Rizzo Avenue. Curb parking near the intersection of Orange Avenue and Rizzo Avenue will be temporarily restricted during the project duration. Access to driveways will be maintained during construction.
While the County continually strives to minimize construction impacts to adjacent neighborhoods, we also recognize the likelihood of increased noise levels and traffic delays during construction operations due to the need for specialized heavy construction machinery and equipment. The construction operations will comply with Cal-OSHA requirements and local noise ordinances.

Construction Start Date
Construction is anticipated to begin May 2027. The project is scheduled to be completed by the end of October, 2027.
Construction hours are as follows:
Mondays through Fridays between 8:00 AM and 5:00 PM.
No construction activities will be conducted on weekends or legal holidays.
Status
The project has been advertised for construction bids. Should an acceptable bid be received, a construction contract is anticipated to be awarded in September 2026.
