Bicycle and Pedestrian Master Plan (BPMP)
The Bicycle and Pedestrian Facilities Improvement Program is designed to identify and implement projects and programs that enhance cyclists and pedestrians’ safety, and to provide accessibility for cyclists and pedestrians to all destinations that are served by public roads, trails, and public transit. The program promotes accessibility and mobility for all persons including those with special needs such as the elderly and disabled.
The Alameda County Public Works Agency has updated its Bicycle and Pedestrian Master Plan (BPMP) for the unincorporated areas of the county. The BPMP includes policies, goals, and funding strategies to improve bicycle and pedestrian safety; while increasing bike/ped access to work, school, shopping, recreation, and transit.
The BPMP, was developed through extensive public process including public workshops held at various locations throughout the County. Community input and feedback on existing conditions and potential improvements are the foundation of the Plan.
Alameda County Public Works Agency is updating the Pedestrian, Bicycle, and Trail Master Plan (PBTMP) for unincorporated Alameda County.
The PBTMP will help the County plan for safer, more accessible, and more connected places to walk, bike, roll with a scooter, wheelchair, or other mobility device, and use trails. The plan will build on the County’s 2019 Bicycle and Pedestrian Master Plan and will look at sidewalks, street crossings, bike routes, trails, and overall connectivity of these routes. The outcome will be a prioritized list of projects that can be implemented to help people safely get where they need to go.
Public input will be an important part of the process. The County wants to hear from people who live, work, study, and travel in unincorporated Alameda County about what works well today, where it feels difficult or unsafe to get around, and what improvements are most needed.

- Northern and eastern unincorporated areas of Alameda County
Goal of the Plan
The updated PBTMP will:

- Prioritize projects for future funding and construction.
- Make walking, biking, rolling, and trail use safer and more accessible.
- Improve access for people of all ages and abilities, including youth, older adults, people with disabilities, and people using mobility devices.
- Improve connections to schools, transit, parks, trails, shopping areas, and other destinations.
- Identify sidewalk, crossing, bikeway, trail, and bike parking needs.
- Plan improvements that fit the needs and character of different unincorporated communities.
The final plan will include updated pedestrian and bicycle networks, priority projects, funding and implementation strategies, and a public bicycle and trail map. An ADA Transition Plan Update for public rights-of-way is also being developed as a parallel effort with the PBTMP to help identify accessibility needs on sidewalks, curb ramps, crossings, and other pedestrian facilities.

Unincorporated Bicycle and Pedestrian Advisory Committee (UCBPAC)
The Director of Public Works established the Unincorporated County Bicycle and Pedestrian Advisory Committee (UCBPAC) to garner community feedback regarding the Agency’s bicycle and pedestrian program and projects in unincorporated areas of Alameda County.
