Project Overview

The Full Trash Capture Project on Hampton Road contributes to compliance with the Regional Water Quality Control Board’s Municipal Regional Stormwater National Pollution Discharge Elimination System Permit mandate for Trash Load Reduction in the County’s high and medium trash generation rate areas.  The project involves installation of a large full trash capture device off-line from the storm drain system below Hampton Road at Western Boulevard.  A self-adjusting flow gate will be installed to divert low-flow water carrying trash and debris into the device.  As part of the improvements, approximately 55 feet of the existing 60-inch reinforced concrete pipe will be replaced by a 6-foot by 5-foot reinforced concrete box.  A 9-foot-long section of the existing vertical channel wall will be removed and reconstructed to accommodate the new box, and a new rectangular flap gate will be installed at the box’s outlet to prevent backflow from the creek. 

To safely construct the proposed improvements, one-lane traffic control will be implemented on Hampton Road at the intersection with Western Boulevard for the duration of the project.  A detour route for westbound Hampton Road traffic will be established via Camden Avenue, Medford Avenue, and Lowell Avenue.  Parking along southbound side of Western Blvd is not expected to be affected by construction activities. 

While the County continually strives to minimize construction impacts to adjacent neighborhoods, we also recognize the likelihood of increased noise levels and traffic delays during construction operations due to the need for specialized heavy construction machinery and equipment. The construction operations will comply with Cal-OSHA requirements and local noise ordinances.

Project Features

  • An advanced stormwater treatment system Hydro-dynamic Separator full trash capture device off-line from the existing storm drain system below Hampton Road at Western Boulevard. 
  • A self-adjusting flow gate for low flow diversion, housed within a new reinforced concrete structure tied into the existing storm drain system  
  • Replacement of existing reinforced concrete pipe with a new reinforced concrete box 
  • Alteration of the existing vertical channel wall to accommodate the new box culvert outlet including a new rectangular flap gate

Construction Start Date

Construction is anticipated to begin on April 15, 2027.  The project is scheduled to be completed by the end of October, 2027.

Construction hours are as follows: 

Mondays through Fridays between 8:00 AM and 5:00 PM. 

No construction activities will be conducted on weekends or legal holidays. 

Status

A construction contract was awarded for this project in November 2025.  EBMUD will be performing waterline relocation at the intersection of Hampton Road and Western Blvd. in summer 2026.
